When astronaut John Glenn orbited Earth in 1962, he noted a striking green valley northwest of El Paso, Texas, standing out against an otherwise dry landscape — a contrast created largely by human-made lakes along the Rio Grande that make farming possible in the region, supporting crops such as alfalfa, cotton, onions, pecans and Hatch green chiles. In recent years, prolonged and extreme drought across the Rio Grande basin has placed growing pressure on that water supply, and conditions worsened in 2026 when the river's headwaters in the southern Rocky Mountains experienced the earliest on record.

Together, these conditions pushed Elephant Butte Reservoir, New Mexico's largest reservoir, to its lowest level since 1971. An image captured on July 27, 2026, showed the reservoir holding just 1.4% of its capacity, compared with being nearly full on June 2, 1994, and reaching an annual low of 2.9% during another severe drought on July 8, 2013. The 2026 decline exposed debris that had long been submerged along the shoreline and left sediment covering boat ramps at Elephant Butte Lake State Park.

The reservoir appears to have reached its lowest point of the year in late July; state officials said agricultural water releases from the reservoir ended after July 28, giving it a chance to slowly begin rising again. The persistent drought has highlighted broader concerns about the future of water along the Rio Grande, which communities and water users in both New Mexico and Texas depend on for surface and groundwater supplies.

Several efforts backed by NASA's Western Water Action Office are aimed at giving water managers better information. One project combined NASA satellite measurements of soil moisture and into a near-real-time system that supplements the water allocation methods already used by the Elephant Butte Irrigation District. Another combined satellite measurements of water surface heights with drone and ground observations to examine how groundwater pumping affects the Rio Grande's flow. NASA scientists are also taking part in a federal study of the Upper Rio Grande aimed at estimating future water availability and building data-driven tools for water managers.
